Measures of Compensation for Losses and Damages of Books of Tsinghua University Library

(The original Measures of Compensation for Losses and Damages of Books of Tsinghua University Library will be invalidated from January 1, 2012)

The loss and damage of the books and periodicals in the library is the loss of school property and the loss of the interests of the readers. In order to further protect the interests of the school and the teachers and students, the Measures of Compensation for Losses and Damages of Books of Tsinghua University Library have been revised as follows. These measures are only applicable to ordinary books and periodicals; the compensation measures for the losses or damages of rare books and unique copies in the collection will be formulated separately.


Losses of books

1. Lost loaned books and periodicals should be declared to the library immediately and actively searched. In the case of unsuccessful search, a brand new book compensation shall be made with the same edition (or a new edition upon approval). an additional RMB 10.00 document processing fee shall be paid.

2. The loss of one or several of a set of multi-volume books shall be compensated at the price of the complete set of books. After compensation, the compensator is not allowed to claim other volumes.

3. Loss of the hardcover copy shall not be compensated by the paperback copy.

4. If the original edition cannot be bought, it can be replaced by a new edition after review by the library. If a set of multi-volume books is compensated for the new edition, the complete set shall be compensated and the compensator is not allowed to claim other volumes.

5. The dissertation shall be reproduced for compensation in accordance with the copyright law.

II Compensation with a fine

If it is still unable to compensate the books of the same edition after hard work, the compensation shall be calculated according to the following standards (the original price of multi-volume books is calculated according to the total price of the complete set):

Domestic publishing: original price of the book (¥) × 2 + processing fee (10.00) + storage fee [(current year-publication year) × 2]

Foreign publishing: original price of the book ($) × current exchange rate × 2 + processing fee (10.00) + storage fee [(current year-publication year) × 2]

For books whose original price cannot be determined, the compensation shall be calculated according to the following standards:

Domestic publishing/printing: 100.00 + processing fee (10.00)

Foreign publishing/printing: 1200.00 + processing fee (10.00)

The loss of one or several of a set of multi-volume books shall be compensated at the price of the complete set of books. After compensation, the compensator is not allowed to claim other volumes.

Loss of single books, donated books, and inventory books shall be compensated at twice the compensation standard for ordinary books (the compensation fee for the book price should be at twice the compensation standard for ordinary books, and the storage fee is equal to the calculation standard for ordinary books).

Loss of dissertations shall be compensated according to the standard for books. The measure for determining the original price of a dissertation (¥) is:

Dissertation page number*0.2 (0.2 here is the standard set with reference to the price of photocopying)

For a single (including bound edition) periodical, the base price is the annual price of the periodical. Compensation is based on the ordinary book compensation standard. After compensation, no other periodicals of the year can be claimed by the compensator.

For a single newspaper, the base price is the price of the quarter, and the compensation is based on the ordinary book compensation standard. After compensation, no other newspapers of the quarter can be claimed by the compensator.

III Overdue fine

Lost books and periodicals should go through the compensation procedures in time; if the lost books and periodicals are overdue, the overdue fine must be paid at the same time as the compensation.

IV Refund

If the original book is retrieved within one month after the compensation, the original book and the compensation receipt can be used to process the refund procedure, and an overdue fine will be calculated and paid from the date of compensation. No refund will be given after one month.


Damage and contamination of books

Damaged and contaminated books and periodicals in the library shall be compensated according to the degree of damage and contamination. Books and periodicals that are severely damaged and contaminated and unable to be provided for public use shall be compensated as lost books.

I Damage of books

Damage refers to the fact that books and periodicals appear to be folded, curled, outlined, circled, annotated, scribbled, torn, or have loose pages, split spines, broken covers, cuts, etc. during the period of use.

1. Books and periodicals that appear to be folded, curled, or outlined, circled, annotated, scribbled, or torn, but can be removed, covered, glued and does not affect the original state of the words and images, the damaged part shall be compensated at 1.00 yuan per page.

2. Books and periodicals with loose pages, split spines, or broken covers (for hardcovers) shall be compensated for the actual repair costs incurred.

3. Books and periodicals that appear to be folded, curled, or outlined, circled, annotated, scribbled, or torn, and cannot be removed, covered, glued, or can be removed, covered, glued but affect the original state of the words and images shall be compensated as lost books.

4. Books that are cut (whether whole pages or parts of a page) are treated as stolen books.

II Contamination of books

Contamination of books and periodicals refers to the fact that any part of the books and periodicals is exposed to liquid or solid substances (whether or not they have color, odor, or toxicity), resulting in abnormal colors, odors, and/or wrinkles or other deformations.

1. If a book is impregnated with clean drinking water (colorless and odorless) but is not wrinkled or deformed after treatment and drying, the impregnated part shall be compensated at 1.00 yuan per page.

2. If a book is contaminated, but the stains, odors, wrinkles and other deformations can be removed and covered after treatment, and the original state of the words and images are not affected, the contaminated part shall be compensated at 2.00 yuan per page.

3. Other contaminated books except for the previous two cases shall be compensated as lost books.

III After removed from the collection, the ownership of the contaminated books that are compensated as lost books shall belong to the compensator.

Note: These Measures were approved in August 2005 and revised in November 2011.
